If the cz is a real Wellington it is valuable as a collectible and because of the top quality cut. I would not give a M. Wellington to someone who is not a collector. The topaz might be a “blood” topaz and therefore be understood to be a backhanded gift by someone who might care about that kind of thing. If the topaz is old or has ethical provenance then it would be a fine gift.
